Brief History of the Rose Hill Center
The Rose Hill facility has served the needs of Muscogee County School District students for over 100 years. The facility opened its doors on January 26, 1900. Although the school now serves the needs of high school students, it was utilized as an elementary school for many years. For the past several years, the school district has used the facility as an alternative school. Initially, both high school and middle school students were housed in the building; however, in September 2000, the school district began housing the middle school students at the Daniel Middle School building on Manchester Expressway.

The philosophy of the Rose Hill Center is to assist students in realizing their academic, social, and emotional potential by implementing proven strategies that have a meaningful and life-long effect.
Mission
Our mission is to work in a collaborative partnership within the MCSD, utilizing behavior modification strategies, to aid our students in reaching their full academic and social potential.

Objectives
The Rose Hill/Daniel Center was designed for students in grades 6-12 who have violated school district rules and been temporarily removed from their home school. The goal of the center is to ensure the students continue their education, complete their assigned days at the alternative school and learn how to make better choices through behavior modification.
By working closely with the students, parents, counselors, teachers, administrators, and community agencies, the center is dedicated to creating individualized strategies to assist the students in achieving their goals. All parties are expected to do their part in enforcing and re-enforcing the individualized plan established so that the student can return to his or her school as expeditiously as possible.
The faculty is equipped to meet the academic, social, and emotional needs of all students – including those with special needs. Students will be encouraged to internalize the strategies taught so that they do not repeat past negative behaviors. The staff consistently emphasizes the roles of the student and the parent in ensuring all students succeed both here at the Center and in the future.
Parent Information
Parents play a critical role in the success or failure of the Rose Hill/Daniel program. Their responsibilities range from making sure the student has a belt on before departing for school to ensuring the students complete homework assignments and/or projects. Parents need to maintain contact with their child’s teachers to reassure they are on track academically and behaviorally. Do not wait for something to go wrong. Teachers/counselors will send home periodic progress reports and report cards and make phone calls to seek your assistance. Remember, it will be a team effort to educate your child.
Discipline
Our disciplinary plan is extremely rigid and direct. The rules and guidelines are communicated verbally and in writing during orientation. They are not subject to negotiation, and the disciplinary policies will be enforced consistently. We face an enormous task in dealing with the various disciplinary problems at the center. Therefore, we must ask that all students strictly adhere to the rules on a daily basis.
Students must conduct themselves accordingly so that they are in full compliance with the Muscogee County School District behavior code. Although due process will be followed, students will not be allowed to make excuses as to why they did not comply with school rules. Parents are expected to work with the teachers, counselors, and administrators towards this end. Typically, our students are placed at the center because they have shown a lack of ability to conform within their home school’s environment. Therefore, although our rules are firm, it will help your child as they prepare for the world of high school, college, work, etc…The staff and faculty will also assist the parents whenever possible to ensure a team approach is followed in disciplining the students.
All students have a right to learn. All teachers have a right to teach. If a student attempts to inhibit the learning process for others, he or she will be removed for a period of time. The parent(s) will be notified about their child’s infraction(s) and expected to work with school personnel to ensure the behaviors are not repeated. Students will not be given repeated opportunities to violate school rules. If a student is given a warning and the behavior persists, his or her action(s) will be treated as defiance.
METRA Behavioral Policy
Students who violate METRA Transit System’s "Three Strike Policy" may be suspended from using the service for up to six months if they are involved in violations which include, but NOT limited to:
Fighting
Transporting weapons
Alcohol or drugs
Harassing customers
Violating METRA policies
Use of profanity or abusive language on METRA property
Horse playing on bus or property
Vandalism of METRA property
Eating or drinking on the bus
The following are a sampling of the METRA Transit System "RULES OF CONDUCT" as they pertain to the Rose Hill/Daniel students:
Firearms, weapons, flammable materials or fireworks of any type are not permitted
Use of radio, tapes or CD’s (except through earphones) is not allowed
Disturbing others with loud or harassing behavior is not allowed
Use of tobacco products
Violating any federal, state or municipal, civil or criminal law will be prosecuted
Littering or creating non sanitary conditions is not allowed
Attending School Events
While attending the Rose Hill Center, students are not allowed to attend sporting events, before or after school activities, or any other MCSD sponsored activity without permission from the Alternative School principal AND the home school principal. If a student is caught trespassing on another campus--- before, during, or after school--- they will face disciplinary action.
Unacceptable Items/Actions:
1. Alcohol, cigarettes, lighters, narcotics, stimulants, and other dangerous drugs
2. Bullying or threatening (to all personnel and students)
3. Cutting class
4. Defiance (verbal or nonverbal)/ not following directions
5. Disrespect
6. Fighting
7. Gangs
8. Inappropriate showing of affection
9. Indecent exposure
10. Open verbal defiance
11. Profanity
12. Sexual harassment and/or misconduct
13. Skipping school
14. Stealing from others/forgery
15. Throwing objects (rocks, food, school supplies, etc…)
16. Vandalizing or stealing school property
17. Weapons and dangerous instruments
18. Radios, cell phones, or walkmans at school
19. Bicycles and/or vehicles on school campus
Behavior Interventions and Consequences
In a school, reasonable rules must be set up and followed if educational goals are to be reached. The educational goals of students in attendance at Rose Hill/Daniel require that each student be aware of the rules. Where rules are in place, there should be logical consequences related to inappropriate behavior. The following intervention strategies/consequences will be utilized:

Referral to Adult Education
If a student is 16 years old and continues to misbehave or refuses to perform academically while attending the Rose Hill/Daniel Center, they will be referred to an Adult Education program. Prior to this decision, the parent and/or guardian will be contacted and made aware that their child must improve their behavior and/or academics. If the child continues to disobey the rules outlined by the MCSD and the Rose Hill/Daniel Center, they will be referred to an Adult Education program. Furthermore, if a child is not "on-track" to graduate (by age 18) they can be referred to an Adult Education program by the Alternative School principal.
Dress Code
All students are required to conform to the specific dress code outlined below. Students will wear white oxford type shirts or white "collared" type shirts (pullover) and navy blue/black pants. No jeans are allowed. A white, short-sleeved T-shirt must be worn as an undergarment. No writing, insigna, etc. is allowed on shirt or undershirt.
Acceptable dress:
Students must keep their shirts tucked in at all times while on the school campus.
Pants must be worn above the hipbones and fit in the waist/buttock area.
Students will not be allowed to wear more than one pair of pants at a time. No shorts under pants.
Only white undergarments can be worn as under shirts.
Footwear must be worn at all times.
Shoelaces must be visibly tied and in a bow.
Plain leather belts must be worn.
Hair must be neatly combed.
Students must come to school fully dressed and remain dressed until out of sight of the school campus.
Listed below are some examples of unacceptable items/appearance:
Visible tattoos Large/offensive belt buckles
Bulky chains or lanyards Studs or rivets on the belts; braided belts
Sagging pants or shorts Skirts/dresses
Form fitting pants Beards and/or excessive facial hair
Nylon or sweat pants Hand purses

Artificially colored hair if it creates a distraction
Parents, please monitor your child’s clothing and make sure they are in compliance with the dress code.
Dress code Consequences
The following are the consequences for non-compliance of the dress code:
1st offense- verbal warning
2nd offense- Saturday School
3rd offense- 3 days out of school suspension and parent conference
More than three offenses will be handled at the discretion of the school administration.
Additional Items of Interest
Coats will be left in a designated area in the lunchroom.
Personal hygiene items may be given to homeroom teachers.
Medicine forms and medicine will be kept in the guidance counselor’s office.
Students are responsible for their personal property. The school will not assume liability for loss, theft, or damage to such property. Book bags are not allowed on campus. Students are not permitted to carry more than $10.00 while on campus.

School Hours
Students attending the Rose Hill program will attend school from 8:00 a.m.-3:00 p.m. daily. Students attending the Daniel Program will attend school from 7:40 a.m. -2:40 p.m. daily. Parents are strongly encouraged to ensure their students arrive/depart school on time.
Late Arrivals
Students report to the cafeteria at the beginning of the day for attendance. Tardies are unacceptable. All students must be at school on time. Tardy students interrupt the learning process because teachers have to stop their lessons to give directions to the late arriving students. Court dates and doctor appointments are the
onlyacceptable reasons for being tardy. Only parents/guardians, or names listed on the authorized checkout list will be allowed to check students in or out of school.Daily Activities
A security officer and/or teacher will scan each student before he/she enters the cafeteria to ensure the safety of the other students and staff. Each day begins with an assembly to help the students get focused and ensure they are dressed appropriately. If a student is not dressed according to the rules communicated to the parent(s)/student during orientation, he/she will be sent home. Students participate in "Wake-Up Work" each morning as a remediation strategy designed to address basic skills in each subject area. Throughout the day, the students follow a block schedule. Academic development is the primary focus of the curriculum and the students will be taught the same objectives established in the state performance standards. Due to limited resources, your child may not have access to the identical schedule he or she was assigned at their home school.
Daily Attendance
Students assigned to the center must complete their time as assigned by the tribunal panel and/or school district personnel. Attendance is checked in the morning and throughout the day. Students caught skipping class will face disciplinary action. After five days of unexcused absences, a truancy referral will be completed. Students are required to bring in excuses for their absences within three days of their return to school.
Saturday School
Saturday School will be held on two Saturdays per month from 9:00 a.m. - 12:00 p.m.. The reasons for attendance include:
Meeting mandatory attendance requirements
Making up suspension days
Completing administrative assigned detention for discipline infractions
Lunch Period
All students are expected to exhibit good manners in the cafeteria. Some simple rules of good behavior are as follows:
1. Follow the directions of all school personnel.
2. Speak softlyonlywiththoseatthesametablewithyou.
3. Place chairs under the table when you leave.
4. Keep your area clean; clean up after yourself.
Students can bring sack lunches from home. They will be kept in the cafeteria. Commercial lunches are not allowed
Phone Calls
Every attempt is made to minimize students missing instructional time. Make transportation arrangements for your child before departing for school. Teachers will not permit students to leave class to utilize the phone to arrange transportation. If an emergency arises, the staff will notify the parent.
Hall Passes
Students in the hall during class time must have a hall pass that has been signed by a teacher or administrator that has the time, place, and destination. Students are not to be excused during the first ten minutes of each class period in order for teachers to account for students and accurately report attendance.
Check Out Procedures
Under no circumstance will a student be allowed to leave campus without written permission from the parent/guardian. The note must include a phone number where the parent can be reached so that school personnel can verify the authenticity of the note. If a student becomes ill during the day, the parents will be notified by phone by a faculty member .
Visitors
All visitors must obtain permission from the school office before entering the classrooms. The presence on campus of unauthorized persons before, during, or after school hours is prohibited and can result in charges of criminal trespass.
Withdrawal From School
In order to withdraw from school, a parent/legal guardian must contact the guidance department and schedule an appointment.
Exiting Procedures
Students are released from the program when attendance and behavior are satisfactory and they show academic progress. All students will be required to maintain a 70 or above in each class. The staff meets regularly to assess the progress of each student. The final decision as to whether or not a student has satisfied the requirements for exiting the program will be made by the principal.
Counseling Services
The Rose Hill/Daniel Program has two full-time guidance counselors who are responsible for all guidance functions in grades 6-12. The counselors provide services in the following areas:
individual counseling
consultation with teachers, administrators, and parents to resolve student issues
liaison with community agencies – Dept. Juvenile Justice, DFCS, Juvenile Diversion, New Horizons, Family Enrichment, etc…
coordination of standardized test programs
interpretation of school records
School counseling is limited to educational interventions. If a student warrants mental health counseling, parents will receive information for services to an outside agency.
Academic Success Center (ASC)/Rose Hill/Daniel Opportunities
The Rose Hill/Daniel facilities have established a unique partnership with the staff at the Academic Success Center. If a student has been retained during their school years two or more times, he/she will have an opportunity to get back on track by leaving our program and attending the Academic Success Center. However, the ASC does not accept students who have ongoing behavior problems. If your child follows the rules established by the Rose Hill Center and works hard in the classroom, he/she could possibly be placed at the ASC and work on an accelerated curriculum program. Space is limited at the ASC and this will determine whether or not your child receives this opportunity. The program is for students in grades 8-12.
Safety Drills
State law requires periodic drills, which provide for a quick and safe evacuation of the school building. Each teacher will review, with their classes, the appropriate evacuation procedures. Students should observe these drills seriously, and when the alarm sounds, leave the school building as instructed. Inappropriate behavior during drills will be penalized.
